Saving energy in gov't buildings required under Albay ordinance

LEGAZPI CITY (PIA) -- All local government buildings and facilities in Albay shall now use energy saving technologies, equipment and devices in their operation.

This is decreed by a new ordinance numbered 0046-2021 and entitled the Albay Energy Efficiency and Conservation Ordinance of 2021: Savings through the Adoption of Reliable Technology (AEEC-START) And Providing Funds Therefor which was signed by Gov. Al Francis Bichara on April 28, 2021.

Authored by Vice Governor Edcel Greco A.B. Lagman and co-authored by Albay First District Provincial Board Member Victor Ziga Jr., the ordinance requires that all existing bulbs or fixtures used in the facilities of local government units shall be replaced with LED or other proven cost and power-saving technology within one year for vertical structures, and within two years for horizontal structures such as streetlights and park lightings.

The ordinance also requires that all future procurement of air conditioning units (ACU) shall have an Energy Efficiency Ratio not lower than 8.5.

The Provincial Energy Efficiency and Conservation Council (PEECC) will oversee, monitor and evaluate the implementation and formulation of the rules and regulations of this ordinance. It will also create a task force to enforce the new rule.

The ordinance also mandates that Albay mayors must create a City/ Municipal Energy Efficiency and Conservation Council C/MEECPC.  Likewise, they are tasked to assist the Department of Energy in monitoring compliance of designated establishments with RA 11285 or the Energy Efficiency and Conservation Act.

This new ordinance aims to establish a way of life geared towards the efficient and optimal utilization and conservation of energy among Albayano households.

This will also ensure sustainable use of the province’s energy resources. 

The primary goal of the national government is to make EEC a “way of life” for every Filipino, increase awareness and attain measure targets for the period of 2011 to 2030 which focuse on reducing the country’s final energy demand by 10 percent and obtain energy savings of 69,100 ktoe and reduction of carbon dioxide emission by 179,980 ktoe.

The ordinance enables Governor Al Francis Bichara to enforce RA 11285 or the Energy Efficiency and Conservation Act which was signed by President Rodrigo Roa Duterte on July 23, 2018.  (PIA 5)
