CALOOCAN CITY, March 23 (PIA) -- Contrary to earlier reports, the Department of Health (DOH) allows the private sector to procure COVID-19 vaccines under tripartite agreement with the national government and the vaccine manufacturers, a senior official empasized on Monday.

“Hindi natin binoblock ang pagprocure ng private sector [ng vaccines]. In specific laws, kasama sa mga provision dito na pwede silang bumili through a tripartite agreement with the national government,” DOH Undersecretary Rosario Vergeire explained during a virtual DOH media forum held on March 22.

Vergeire said private companies and local government units are authorized to procure COVID-19 vaccines with Emergency Use Authorization (EUA), through a tripartite agreement under the COVID-19 Vaccination Program Act of 2021 or RA 11525.

Specifications included in the tripartite agreement, she said, include the manufacturers of COVID-19 vaccines require that indemnification be covered by the national government, the national government that will shoulder the cost of adverse effects, and available vaccines are only provided by EUA.

The health official also cited, "We have existing regulations and laws, which prohibit specific industries from having corporate social responsibility or to donate vaccines because there are health implications to that."

“Ang kailangan maintindihan ng ating kababayan na no matter what the process would be, and whatever agreements that there may be para dito sa pagbili ng bakuna at the end of the day wala pong mawawalan lahat ng ating kababayan ay bibigyan ng bakuna ng gobyerno,” Vergeire said.

Vergeire added that whether the vaccines are procured by private sector or procured by the national government, each and every filipino has the right and will be provided with that right to have these vaccines.

“Wala tayong prinivent sa pagbili, wala po tayong kinocontrol, wala po tayong sinasabi na madedeprive ang ating kababayan sa bakuna dahil i-eensure ng national government that we will be providing vaccines to everybody,” Vergeire said. (PIA NCR)
