PBDC expected to take off anew 

LALA, Lanao del Norte, Mar. 27 (PIA)--The Panguil Bay Development Council (PBDC) is set to operate again after the Bureau of Fisheries and Aquatic Resources-10 (BFAR-10) alongside the local government units surrounding the Panguil Bay is now reviving it while the development of Panguil Bay continues. 

“Nawala ang PBDC [PBDC was gone] totally for many years but this time, we are going to revive it. We are going to restrengthen and empower maong gipatawag nato ang [that is why we called the] local chief executives of the local government units,” said Noel Saldajeno, Lanao del Norte Provincial Fisheries Officer, during the PBDC orientation meeting Tuesday, March 23.

To recall, the PBDC was founded in 1988 to pave way for the creation and implementation of policies and programs for the progressing development of Panguil Bay and its marine and aquatic resources.

Further, Panguil Bay is noted to be surrounded by three provinces including Lanao del Norte, Misamis Occidental and Zamboanga del Sur, two cities namely Ozamiz City and Tangub City, and a total of ten municipalities, six from Lanao del Norte comprising the municipalities of Baroy, Kapatagan, Lala, Maigo, Tubod and Kolambugan, two from Misamis Occidental comprising Clarin and Bonifacio, and another two from Zamboanga del Sur comprising the municipalities of Aurora and Tambulig.

With this, BFAR-10 Regional Director Teodoro Bacolod Jr. said that if PBDC’s revival is realized, this should be administered by the local government units of the localities around the Panguil Bay since municipal waters are under their jurisdiction and not with BFAR pursuant to Republic Act No. 10654, the amendment to Republic Act No. 8550 or also known as the Philippine Fisheries Code of 1998.

“Kung ibalik nato ang [If we bring back the] Panguil Bay Development Council, it should be run by the local government units. Ang role namo sa [The role of] BFAR is purely technical assistance. Dili mo mabalaka kay ang BFAR dili mi mubiya, naa mi pirme [Do not worry because the BFAR will not leave, we are here always,” conveyed Bacolod while assuring the LGUs of the BFAR’s assistance.

Meanwhile, Lanao del Norte 1st District Board Member Reinario Bihag, Sangguniang Panlalawigan  Chairman of Committee of Agriculture and Cooperative representing Provincial Governor Imelda Dimaporo, relayed the province’s all-out support in the revival of PBDC.

“On behalf of the Provincial Government of Lanao del Norte under the woman behind Lanao del Norte, Governor Imelda “Angging” Quibranza-Dimaporo, musupport mi sa programa sa atong BFAR. Ang provincial government sa Lanao del Norte, musupport mi kung unsay Plano ilabina kabahin sa Panguil Bay Development Council. Suportahan gyud nato kay nasayod ta para ra pud ni sa kaayuhan nato,” he expressed.

Another PBDC meeting is expected to transpire on April 8 this year to elect a new set of PBDC officers and to further discuss problems, issues and other matters concerning the PBDC and Panguil Bay development. (CRG/ PIA-ICIC)
