ARB farmers in EV receive CLOAs from DAR

TACLOBAN CITY, March 25 (PIA) -- Rolando Labartine, 64-year-old from Barangay Lim-ao in Kananga, Leyte is one of the Agrarian Reform Beneficiary (ARB) farmers in Eastern Visayas.

Dressed in white shirt inside the Leyte Normal University (LNU) Gymnasium in Tacloban City, he and some other farmers eagerly and patiently waited for the event of their lifetime, to receive the much-awaited document for the land they tilled for so long a time - the distribution of the Certificate of Land Ownership Award (CLOA) from the Department of Agrarian Reform (DAR).

The CLOA serves as the primary land tenurial instrument as proof of ownership among ARBs in the implementation of its mandate.

“Kayo ay isa sa pinakamapalad, dahil sa araw na ito kayo na ang mag-aari ng lupang sa matagal na panahon ay iyong sinasaka,” said DAR Secretary John R. Castriciones in his keynote speech to ARB farmers in Region 8 attending the Regionwide CLOA Distribution on March 19.

Castriciones hailed the farmers as one of the true heroes of the country because they are silently working in their farm behind the threat of the COVID-19 pandemic to provide food on the table of every Filipinos.

“Bigyan natin ng pagkilala at parangal sa kanilang naitulong sa bansa, ”Castriciones emphasized the vital role of farmers and for their untiring love to the country through sustainable production of farm products especially in this time of the pandemic.

The Province of Leyte has the biggest number of CLOAs distributed at 1,299 to 1,110 ARBs with a total land area of 1,454.853 hectares. Northern Samar came in second with 225 distributed CLOAs to 223 ARBs totaling 417.5923 hectares; Samar with 151 distributed CLOAs to 150 ARBs totaling 315.7527 hectares; Eastern Samar with 87 distributed CLOAs to 78 ARBs totaling 138.0819 hectares; and Southern Leyte with 11 distributed CLOAs to 12 ARBs totaling 9.0283 hectares.

Secretary Castriciones was joined in by DAR undersecretaries Emily O. Padilla, Ranibal D. Dilangalen, Virginia N. Orogo, Elmer N. Distor, Carim L. Panumpang, Samar 2nd District Congresswoman Sharee Ann Tan, DAR 8 Regional Director Ismael P. Aya-ay, DOT 8 Regional Director Karina Rosa S. Tiopes, TESDA Leyte Provincial Director Reynato T. Dela Cruz, and the representative of Tacloban City Mayor Alfred Romualdez during the regionwide ceremonial distribution of CLOAs to ARB farmers in Region 8. (nbq/rsv/PIA Biliran)
