Sipalay City, 17 villages declare CPP-NPA-NDF as 'Persona Non Grata'

ILOILO CITY, Feb. 15 (PIA) – The local government of Sipalay City in Negros Occidental and all its barangays strongly denounced the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

According to 15th Infantry Battalion Civil Military Office (CMO) head Weann Sandag, the Siplay City local government and all its 17 barangays have respectively passed a resolution declaring the Communist Terrorist Group (CTG) members as “Persona Non Grata” in their area.

The move is in support to the implementation of Executive Order 70 of President Rodrigo R. Duterte which aims to end local communist armed conflict.

The declaration of the CTGs as persona non grata is the city and barangay’s way of showing their commitment in preventing and removing the spear of the terrorist’s influence in their respective communities, Sandag said.

She said that officials of Siplay City government led by Mayor Maria Gina Lizarez, together with barangays captains, Barangay Kagawad, Sangguniang Kabataan chairpersons and other stakeholders, gathered February 12 at Brgy. Montilla Gil, Covered Court, Sipalay City, Negros Occidental to show their denunciation to the CTGs and commitment to the government.

The event has the collaborative effort of the various local, provincial, and regional government agencies.

The program, which was facilitated by the 15th IB, was highlighted by the peace parade, insurgency and Republic Act 11479 of the Anti-terrorism law of 2020 awareness, and Persona-Non Grata tarpaulin distribution to every barangay.

During the program, barangays officials were reminded of their duties and responsibilities to ensure the realization and operationalization of the Barangay Task Force to End the Local Communist Armed Conflict (ELCAC).

Lieutenant Colonel Erwin Cariño, 15IB Commanding Officer, said “the activity is a good start of devoting ourselves to being exemplars of peace and development.”

He said “declaring the CPP-NPA-NDF as Persona Non Grata to the public is a bold move in eradicating and totally preventing CTG influence in the city. It lifted our resolve and ensured everyone's commitment in fighting and ending the local communist armed conflict.”

“It’s time to shift our mindset and behavior as we cannot be afraid of this menace in the society. We need to stand-up in this fight against terrorism and work together to ensure the protection of our communities and the Sipalaynons,” Cariño added.

On the other hand, 302nd Brigade Commander Colonel Leo Peña conveyed his message acknowledging the collaborative peace initiatives of all the barangay local chief executives in Sipalay City under the innovative leadership of Mayor Lizares, who is also the chairperson of Sipalay City Task Force-ELCAC. 

He urged them to be more participative in the whole-of-government and whole-of-nation approach to further alienate the public against the communist-terrorists.

"We are calling on all the peace-loving Negrosanons not to allow their loved ones, relatives, and friends to fall into the trap of the CPP-NPA-NDF. Let us help each other, encourage one another, and learn how to bring a better foundation and future for our children. Let us all unite and protect the true democratic society," Peña said.
