Biliran car owners welcome LTO-Naval’s initiative in accepting PETC test result

NAVAL, Biliran, Feb. 19 (PIA) -- Biliran car owners and transport sector welcomed the information of the LTO-Naval District Office accepting vehicle test results from the Private Emission Testing Centers (PETC) within the island province of Biliran.

LTO-Naval District Office Chief Romeo Alianza informed PIA –Biliran via messenger their office decided to accept again vehicle test results from the accredited emission testing in the province of Biliran considering the district offices of Ormoc, Palompon, and Baybay accepting test results from their local emission centers.

The move of the above-named district offices was based on the decision of President Rodrigo Roa Duterte that the Motor Vehicle Inspection System (MVIS) is not mandatory.

Nevertheless, LTO-Naval still accepts vehicle inspection and test results from the Private Motor Vehicle Inspection Center in Ormoc City. Car owners may choose where to submit their vehicles for inspection and testing. They may opt to submit their vehicles for testing at the Ormoc PMVIC or at the accredited PETC in Naval, said Alianza.

Those whose vehicles are tested at the PMVIC in Ormoc City need to submit their vehicle for LTO ocular inspection while those whose vehicle tests were tested at the Naval PETC need to present their vehicle and submit for LTO inspection during registration, Alianza added.

With the operation of PMVIC in Ormoc City, LTO-Naval stopped honoring vehicle test results from PETCs last December 23, 2020, based on a regional memorandum issued to them.

Biliran car owners whose vehicles are due for registration were compelled to go through the taxing processes of travel just to have their vehicles tested at the prescribed PMVIC in Ormoc City. Higher testing fees at the PMVIC compared to the PETC also burdened car owners.
With all the complaints raised, the local government of Naval then made a request with LTO to suspend the implementation of the PMVIC.

The Sangguniang Panlalawigan of Biliran also made a resolution for the same purpose especially during this pandemic where people’s movements are restricted. (nbq/mlt/PIA8 Biliran)
