633 Estehanon youth benefits from SPES program

BORONGAN CITY, Jan. 27 (PIA) -- Some 633 Estehanon youth benefited from the Special Program for Employment of Students (SPES) for the year 2020 in the province of Eastern Samar.

According to Engr. Aleksie D. Abellar, provincial director of the Department of Labor and Employment – Eastern Samar Field Office (DOLE-ESFO), the program is in partnership with Local Government Units (LGUs) through the Public Employment Service Office (PESO).

Engr. Abellar said the program is offered to students who are poor but deserving, out-of-school youth (OSY) or dependents of displaced or would-be displaced workers due to business closures or work stoppages.

“Under the SPES, qualified students must be 15-30 years old and can apply in LGUs and any government office or agency in the province that offers job opportunities,” Abellar said.

The Provincial Director also said that to qualify, the student applicant needs to submit a birth certificate from the Philippine Statistics Authority (PSA), grades from the last school year or any documents as proof of enrolment.

For OSY, they will submit a birth certificate, original copy of certification as OSY issued by Barangay Chairman.

And for dependents of displaced or would be displaced workers, they will also submit a birth certificate, a notice of termination issued by the employer, and certification of displacement issued by the concerned barangay, municipal or city social welfare, and development officer of the LGU.

Ms. Judith F. Aboy, Labor Employment Officer III said that SPES applicants were assigned to different offices of every municipality, and provincial offices.

Ms. Aboy said the implementation of the SPES program for the LGUs was in June, July, and August while for the Province and ESSU was in November and December and each SPES applicant rendered 20 working days.

The Labor Employment Officer said that the DOLE’s percentage share may vary, from 40 percent to 60 percent depending on the LGUs financial capacity to pay the SPES beneficiaries.

For 1st to 3rd class municipalities, the LGU sharing is 60 percent and the DOLE is 40 percent; for the 4rth class the sharing is 50 percent to 50 percent; while for 5th class, the sharing is 40 percent to 60 percent, and for 6th class is 25 percent to 75 percent.

In Eastern Samar, since most of the municipalities are fifth class, the minimum wage rate is P352.18. 

Some 15 LGUs, the Provincial Government of Eastern Sanmar, and Eastern Samar State University (ESSU) partnered with the DOLE-ESFO for the SPES program.

She further said that municipalities that committed SPES slots are LGU-Eastern Samar, Maslog, Jipapad, Arteche, Sulat, San-Julian, Borongan City, Maydolong, Balangkayan, Hernani, Gen. Mac-Arthur, Quinapondan, Balangiga,  Lawaan, Salcedo, and Mercedes.

The total amount of DOLE counterparts for this program is P2.4-M.

SPES is a special program of the government under the labor department to help to continue students pay their school fees and for the out-of-school youth (OSY) to continue school.  (nbq/SDC/PIA-E. Samar)
