Depleting resources, most challenging to LGUs during pandemic

DAVAO DEL NORTE, 16 November (PIA) – The municipalities of Kapalong and Carmen in Davao del Norte have pointed out the depleting resources as the main challenge amidst the pandemic.
 

During today’s One Davao Presser, Kapalong Mayor, Maria Theresa Royo-Timbol revealed that the majority of the expenses are spent on matters concerning COVID19.

“…pero karon hurot na, in fact, gibayad namo sa mga inn nga we used as isolation facilities gina utang na namo sa local government and still preparing for the supplemental budget nga among ibayad. That is the most challenging karon (…but now it’s depleting. In fact, we spent them to pay for the inns we used as isolation facilities, and we are still preparing for the supplemental budget we’ll use to pay. That’s what’s most challenging right now),” she said.

Similarly, Carmen Mayor Virginia Perandos expressed that the Municipality cannot afford a lockdown due to the many Persons Under Monitoring (PUMs) being taken care of.

“Mao lang gyud na kay we cannot afford to lock them down…dili na na afford sa among munisipyo ang muhatag ug ayuda…It’s not only the relief distribution, naa tay daghan nga mga PUMs nga gi atiman (That’s really it, we cannot afford to lock them down…the municipality can no longer afford to give relief assistance…It’s not only the relief distribution, we also have many PUMs to take care of),” Perandos said.

Mayor Perandos cited that there are 171 current PUMs in the municipality.

With the continuing increase of COVID19 cases in the Davao Region, Antonio Boquirin, Technical Adviser for Security of Davao City, identified the lack of discipline as the main problem.

“Naa nana tanan mga polisiya, naa nana tanan enforcers diha, pero kung mamatikdan ninyo daghan lang gihapon ang dili mu obey (There are all the policies, all the enforcers, but if you observe you will see a lot of people are still not obeying),” Boquirin said.

Although the increase of COVID19 cases is correlating with the depleting resources of the Local Government Units (LGUs), Mayor Timbol said that this will not stop the government from delivering services to its people.

“Padayun kita sa paghatag ug serbisyo nga padulong sa atong mga barangay. Dili makapugong ang COVID sa pagpanghatag ug kaayuhan sa katawhan (We will continue giving services to each of our barangays. COVID19 can’t stop us from delivering wellness to our people),” she said.

The Municipalities of Kapalong and Carmen have both release Ordinances implementing strict adherence to health protocols.

For Kapalong, they have the Municipal Ordinance No. 1159 while Carmen has Municipal Ordinance No. 281. (Jan Vincent Leuterio, PIA-XI)
