DSWD: Communities may take part in Listahanan 3 validation

LEGAZPI CITY (PIA)—The regional office here of Department of Social Welfare and Development (DSWD-5) announced that the initial list of poor households in Bicol region will be posted this October so that the public can review it and make an appeal.

The initial list was the result of the Listahanan 3 household assessment conducted in October 2019 to February 2020.

DSWD Regional Director Arnel Garcia assured the public that as soon as the initial list of poor households is posted, receiving and resolving of complaints will immediately commence.  

Garcia added that the public may send their complaints or appeal via online through the Listahanan website or through the community desks at the barangays.  

Garcia said the initial list will be posted in conspicuous places in each barangay.

The public will be given seven to 10 days to check and review the list for any incorrect or misreported information, he added.

As part of the validation process, the Listahanan area supervisors will be deployed in all barangays of Bicol to receive and process grievances from the community.

To ensure that all appeals or grievances in the localities are resolved in the given timeline, validation teams will be established at the city, municipal and barangay levels, Garcia said. 

Once all the grievances are consolidated and resolved, assigned enumerators will conduct surprised home visits and interview. The data will be then entered into the system to generate the final list of poor households in the region.

Garcia said the receipt of complaints or appeal via online will be the same with the given period of filing in community desks. Those filed beyond the timeline shall no longer be processed.

On the other hand, DSWD-5 cited resolution 65 of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases which classified the Listahanan surveyors, enumerators and supervisors as "authorized persons outside residence" or APOR.

DSWD-5 guaranteed the safety of the Listahanan personnel as well as of the community they will be engaged into by ensuring that the minimum health standards are being observed. (PIA-5)
